POSITION SUMMARY

 

In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct population-based HIV impact assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the HIV epidemic in their country, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.

 

Working under the direct supervision and guidance of the Project Director, PHIA Project, the Deputy Project Director, Technical Team, PHIA Project (DPD) will oversee the Population-based HIV Impact Assessments (PHIA) Project’s Technical Team.  Responsibilities include the provision of technical and operational guidance and oversight for survey design, data collection, management and analysis.

MAJOR ACCOUNTABILITIES

 

  • Supervise, manage, and provide technical leadership to two teams: (1) data collection, management and analysis team, and (2) survey design and oversight team in aligning their efforts with project goals

 

  • Liaise with the Project Director, PHIA Project (PD) to ensure effective implementation and coordination of project activities and monitor progress toward the achievement of project goals and objectives

 

  • Assist the PD in oversight of all activities, outputs, and outcomes related to survey design, execution of project plans, and project performance monitoring and evaluation

 

  • Provide high-level guidance and oversight of the HIV impact assessments being conducted in the PHIA project’s focus countries, in coordination with the Deputy Project Director, Survey Support Team, PHIA Project 

 

  • Work closely with the PD and the Deputy Project Director, Survey Support Team, PHIA Project to assure the quality of all HIV impact assessments

 

  • Troubleshoot to identify, prevent and resolve potential problems and review outputs for quality control

 

  • Oversee capacity building activities to transfer skills, knowledge and technology to country stakeholders at the individual, organizational, and national levels.

 

  • Assist in presentation of progress, achievements, and lessons learned to key stakeholders, including CDC, the government, and other implementing partners, and in the preparation for all such presentations, in coordination with the Deputy Project Director, Survey Support Team, PHIA Project

 

  • In the Project Director’s absence, represent the PHIA project regionally before local governments, CDC, and other partners, in coordination with the Deputy Project Director, Survey Support Team, PHIA Project 

 

  • Perform other related duties as directed

 

EDUCATION

 

  • PhD degree (or equivalent) in demography, public health, or related health or medical discipline

 

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

 

  • Approximately eight (8) years of experience in the management of large-scale international health or development projects, with proven capacity in managing and supervising a diverse team of technical and support staff
  • Approximately four (4) years of experience in managing or implementing population-based surveys and data collection in developing countries
  • Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries
  • Demonstrated experience in the analysis of population-based and/or facility-based data
  • Demonstrated experience working within CDC or similar regulations and procedures
  • Proven experience in establishing working relationships and collaborating with USG, other bilateral, and/or multilateral donor agencies, and with host-country governments
  • Fluent English oral and written communication skills; ability to interact professionally in English

 

TRAVEL REQUIREMENTS

 

  • Requires international travel up to 30% of the time primarily to assessment countries throughout Africa
