The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.

 

EDU is looking for an experienced Policy Analyst to join the OECD’s Programme for International Student Assessment (PISA) Team. The selected person will be required to plan, conduct and supervise analytical work and to draft policy relevant reports, publications and other documents. S/he will work under the supervision of the lead PISA Analyst within the Division for Early Childhood and Schools (EDU/ECS) as a member of a team of analysts and researchers. 

 

Main Responsibilities

 

Research, analysis and drafting

  • Develop and undertake policy oriented analysis.
  • Implement and supervise the analysis of complex data from large scale surveys and identify policy relevant issues and messages. This will include designing and carrying out appropriate statistical analyses of PISA datasets, including multivariate and multilevel regression analysis and advanced statistical modelling.
  • In collaboration with colleagues and external experts, draft and edit reports and publications.

 

Liaison representation and dissemination

  • Establish and maintain professional contacts and build networks with key organisations and individuals.
  • Keep abreast of current knowledge of developments in both the methodology of large scale international comparative surveys and in national education policies.
  • Represent the OECD in external forums and deliver presentations and papers.
  • Contribute, as required, to horizontal and multidisciplinary projects and other outputs of the Directorate and the OECD.

 

Other duties

  • Identify and recruit experts for particular tasks to be commissioned externally. Supervise consultants and support staff. Monitor progress, provide evaluations, guidance and advice where required. Participate in recruitment and selection processes for support staff members, contractors and consultants.

 

Ideal Candidate Profile

 

Academic Background

  • An advanced university degree in statistics, education, social sciences, economics or a related field.

 

Professional Background

  • At least three, preferably five years’ experience in policy-oriented empirical research and analysis, in an international organisation, national administration or research institute.
  • Well-developed knowledge of and experience in quantitative analysis and research, particularly in the design and analysis of large scale assessment data.
  • Proven ability in organising and summarising material clearly for both specialist and non-specialist audiences.
  • Expertise in education policy analysis and extensive contacts within the international education policy community would be an advantage, as would knowledge of education systems or developments in more than one OECD country.
  • Familiarity with psychometrics and cross-national surveys in education would be an asset.
  • Proven experience or ability to motivate consultants and support staff.  

 

Tools

  • Proficiency in the use of standard software applications (MS Office).
  • Advanced proficiency in the use of statistical softwares such as SAS, SPSS, Stata, R.

 

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other language(s) would be an advantage.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

 

What the OECD offers

  • Depending on level of experience, monthly salary starts at either 5,600 EUR or 6,900 EUR, plus allowances based on eligibility, exempt of French income tax.

 

Please note, the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
