Abstract
This paper aims to discuss the function of migration agencies with its ambiguity role into trans-national migration agencies of human trafficking activities and even worst in the slavery classification. The way of their
arrangement and persuasion people to migrate become an international migrant workers leads to slavery practice at modern era in the future life of migrant destination countries and where they are allocated in foreign countries. Local people to who mostly come from remote and rural area of Indonesia with low background education are pushed to be international migrant worker by a huge promise of their bright future, however, the persuasion could be as trap for local people and in fact migrant worker become sexual
worker in other country and on sale a such a slave in other countries by agencies. This agencies' activities are under reported and also some under cover, have an international network among countries, and not easy to recognize their activity as illegal. For those, this evidence would be useful for policy maker and stakeholder to keep watch out the regulation and procedure of migrant recruitment and to anticipate human trafficking.

THE EVOLUTION OF THE SOCIAL POLITICS IN BRAZIL: the period of 1930-2010

Abstract
This work, intend to analyze the provisions of social politics in Brazil from 1930 to current days, and the change of this during the period, with base in the ideas of Marshall and of the State-Market-Family relation. With theoretical structure consolidated theoretician, it’s to see a division in four main periods: 1930 to 1964, period from the emergence of some social politics; 1964 the 1985, was marked for dictatorship and lack of commitment with those that were most needed; 1985 the 1994, a period of return to democracy and great appeal for the social politics; 1994 until the current days, a period of consolidation for some of the social-political demands from the previous period. Trough that, this study intends to make a reflection of the social politics in Brazil, and demonstrate that although to the social politics may look like they lack effective, they evolved in significant way.

HUMAN RIGHTS IN MIGRATION POLICIES IN LATIN AMERICA AND CHILE

Abstract
From a Latin American perspective, we discuss the importance and necessity of the human rights based approach in all interventions with migrant populations, due to the risks of violation and helplessness faced in many countries, and the fact that these issues have been moving in numerous agendas of cooperation and international features whose duties require them to states that have ratified them. They are tasked to take charge of the protection and the fight against discrimination, and should establish regulations and policies on this basis. In many countries regulations and interventions take time to collect the precepts of international law or simply not advanced in legislation. There are rigidities, favoring the discretion of the authority and regression in the protection of rights. References are made to Latin America and Chile, and the overall context of the human rights situation of migrants. We provide evidence for interventions with migrant populations note that the practices of violation of rights must deal adopting premises and approaches demanding the fulfillment of commitments to the States.

SOCIAL DEVELOPMENT POLICIES AND POVERTY EVOLUTION, IN THE YEARS 2000: Empirical Evidences and Analysis in Different Perspectives

Abstract
This study aims to show how the policy and social development programs, instituted in the last decade in the country, were important for reducing poverty and income inequality and produce combined effects of other contextual factors, such as economic recovery and the enhancement of the Minimum Wage. There is an underlying assumption to this work: the decrease of the poverty and the improvement of social indicators in the 2000s, especially in areas historically most vulnerable could be the result of the combined effects of social structuring and universalist policies in education, health, social security and social development.
The focus of this study are the social policies of the last decade. However, it is important to highlight that, since its focus on poverty and social inequality reduction, was made a segmented cut according to the axes of the current policy of Social Development and guided in the structure of the system of Social Protection and Promotion, with an emphasis on Social Assistance, Food Security and Productive Inclusion.

Equity and educational quality in Cordoba city- Argentine

Abstract
The project aims to contribute to knowledge about educational issues, to deepen the public debate and citizen participation and inclusion in the state's agenda of issues affecting the equity and educational quality, recognizing and developing the potential that the democratization of knowledge and information imply for social transformation for the common good.
The proposal hopes to collect information in schools and primary-level in Cordoba city, to assess the implementation of compliance programs and educational rights.
The information generated and systematized by the educational system can monitor certain rights, which can be categorized primarily in terms and coverage of the education system, but completely prevented monitor the implementation of the rights included in the categories of quality and citizenship.
The specific objectives can be summarized in the following paragraph:
Monitor the performance of the educational rights of children in Cordoba city, enhance linkages with academic institutions, civil society, business and citizens to exercise new forms of accountability, participation and action in the educational problems that afflict our society.
Priority is given to strategies to reveal primary educational problems and serve as input for public deliberation and citizen participation.

ASEAN Communities: Challenges and Opportunities For Vulnerable groups in Thailand

Abstract
The objective of this study to investigate the role of various sectors in the local level to performance vulnerable and marginalized groups including to study an appropriate strengthening policy and mechanism to protection and advocacy for the vulnerable and marginalized groups to prepare for these changing patterns in ASEAN Communities. Methodologies employed in this study are documentary research study and Qualitative study. Data was collected from the population involved in the welfare protection of the rights related to working of the vulnerable and marginalized groups, such as Ministry of Social Development and Human Security, Ministry of Interior, Ministry of Justice, Private Sectors, Non-Government Sectors, Community leaders including vulnerable and marginalized groups. Number of samples in total is 500 persons.
The result also point out that Local Government would like to integrate capacity of government agencies, institutions and civil society to carry out social budgeting exercises aimed at improving financial sustainability of social services in support of policy goals of broadening coverage and raising benefit levels (health insurance, pensions, access to quality education, health care and other social services) includes on the principles of the sufficiency economy.

Public Service Delivery through Unique Identification: Why People have accepted Biometrics?

Abstract
The Unique Identification (UID) programme was launched at a time when India was struggling to manage its vastly-distributed public welfare schemes. It will be the first scheme which will provide each and every citizen a proof of identity regardless of his or her socio-economic profile and the only scheme to provide the same proof of identity without any pre-requisite documents of identity or address. Most importantly, the programme is unique in its quasi-mandate and inclusion of biometrics.

The paper explores the important concerns about inclusion of bio-metrics in service delivery and the vision of the implementing authority of the Unique Identification system being implemented in India with a human rights prespective. It also aims to find out people’s perception of inclusion of biometrics and their motivations behind enrolment for the UID.

A mix method approach was adopted. It included in-depth interviews with key informants and quantitative KAP surveys with people who came for enrollment.

The findings of the study reveal the government's vision of UID in public service delivery and main challenges that it faces. The paper also finds out the public perception of and expectation from UID and rationale behind people's justification of biometrics.

Education as a right of all: building a National System of Indicators for Human Rights

Abstract
The understanding of education as a human right is a prerogative incipient. As internationally it grows from the recognition of social rights as human rights and follows the ways of international treaties and pacts, its consolidation depends on the political movement of social acceptance of its ethical principles, the state commitment to their promotion and sharing with initiatives diagnostic and monitoring wider dissemination of his defense. This paper aims to present and reflect on the process of consulting PNUD for the development of indicators system of education, with a focus on human rights that comprise the construction of a National System of Indicators for Human Rights in Brazil.

Solving the Low Fertility Rate with Technology?: Population Policy and Woman’s Right to Health

Abstract
South Korea's total fertility rate (TFR) in 2009 was 1.15, the lowest in the world (as known so far. The South Korean government has invested a total of 19.7 trillion won (US$ 18 billion) of public funds from 2006 to 2010 to deal with the problem. This paper aims to analyze the “National Supporting Program for Infertility Couples” (hereinafter the “Program”), started in 2006 as one of the measures taken by the South Korean government to deal with low fertility in Korea. Specifically, this study is to clarify the following research questions:
First, did the “Program” start with a comprehensive consideration for women's health? Or rather, has the “Program” caused the concept of women's health to change or deteriorate?
Second, can the “Program” be an effective measure to deal with low fertility? And does this “Program” not cause internal contradictions with other low fertility policies?
Third, does the “Program” live up to its name and actually really help infertile couples?
This study attempts to answer these questions by analyzing the documents published by government regarding the "Program" and low fertility. In addition, it will analyze how national policy deals with women's health in conjunction with the amendments of the “Maternal and Child Health Act”, and previous analysis on the “Maternal and Child Health Service”.

Indigenous and afro-descendants peoples in population censuses: demands, improvements and challenges in Latin American countries

Abstract
Indigenous and afro-descendants peoples in Latin America have become active political actors, who have succeeded in placing their historical claims in the public agendas. Consequently, the region as a whole is experiencing a growing demand for information on these populations, given the fact that this is a basic tool for political design and the promotion of human rights. The identification of these populations in national statistical data sources, therefore crucial, being the census the main one. The information obtained from the censuses 2000 contributed to a greater understanding of the conceptual and methodological aspects of the inclusion of the ethnic perspective in data sources. It yielded consensus and standards to be applied to the 2010 censuses. So, it was observed an intense effort to improve the quality of the information, taking into account different conceptual, methological and operational aspects, including the specific wording of the self identification question in each country, all of which will be analysed in this document. However, not all the countries have improved equally and it can be seen that minimum standards still have to be reached. That is why it is necessary to double the efforts made, specially, in pre-census activities and in the institutionalization of ethnic participation.
